We have never gotten a Gym Promos in English this fast so it was very a very likely outcome. Moonlit Hill also got postponed for a long time. The Gym Promo was released on July 2023 while the English one was released on January 2024 in Paldean Fates.

It’s nothing new. Spiritomb PAL for example blocks V abilities and was released after they stopped printing them.

Because the attack name is "Gemstone ..." the restriction is likely Tera Pokemon. Some have also speculated it could be owner's mons. Anything other than those two would be way too strong for a single prize basic for 2 energies.

The immersive Giratina looks very cool, can't wait to see the whole art
