As far as cheap Tier-One decks go, I'm pretty sure Night March is your best bet. The most expensive crds are the staple trainers that you'll need in any deck. It focuses around getting a lot of Pokemon with Night March in the discard pile and then attacking with Mex EX or Joltik for big damage...

I think the Diveball engine is a good option, but an alternative is Forretress from Flashfire, as his Ability is great and can really help you hit the awkward numbers of some EXs. His typing also makes the Fairy matchup favorable. Just an option to consider. :)
