Wouldn't the Paralysis resolve immediately after since this occurs before the end of your turn?
This is a good point. Here's what I think could be done to revise the wording.

Once during your turn (before your attack), if this Pokémon was damaged by an attack during your opponent's last turn, you may leave your opponent's Active Pokémon Paralyzed.

"leave" wording is M-Ampharos-EX.

It doesn't resolve the fact that it can be used even if the user is Knocked Out, but hopefully it works well enough. Alternatively, you could bring in a new mechanic, like Shock Markers or something (can't remember if that's been done before; if it has, just change the name).

If this Pokémon is your Active Pokémon and would be damaged by an opponent's attack, you may put a Shock Marker on the Attacking Pokémon. During your next turn, you may leave that Pokémon Paralyzed. Then, remove all Shock Markers from that Pokémon.
