I think so because they don't evolve.

I rarely use "ubers", I'm too lazy to calculate stat values, I don't use cheating devices, and I do care about natures very much. If you use this philosophy, copy this down. (Started by OU Pokemon).

To compensate for their unevolvedness they have BST's that match most fully evolved. Like Heracross; still a strong contender in OU. Skarmory and Snorlax still fit in said catagory.
