Yes it can, like Manaphy this only blocks damage not damage counters.
It looks like this has been answered above! It seems this card will only have utility in a small amount of situations.
It quite literally says on the card that it can be used to block damage to none rule box pokemon
Manaphy is mostly used to protect basics before they evolve, which don't have rule boxes. Most of the time your opponent isn't able to snipe your two prizers so honestly it's very fair. My only complaint is that it isn't poffinable.
Tell me you don't play Pokémon TCG without telling me you don't play Pokémon TCG.
I think it's actually a fine replacement for Manaphy.
