“Black Bolt” and “White Flare” English Set Guides: Full Card Lists, Pull Rates, Cut Cards, Products, and More!

We now have the full English set lists for Black Bolt and White Flare -- featuring all 156 Unova Pokemon!

Our sets are based on Japan's sets of the same names. This marks the first time we're getting dual sets like Japan.

Our English products will release from July 18th through August 22nd. Since these are special sets, there are no booster boxes releasing. You can only get the booster packs within products like Elite Trainer Boxes and Booster Bundles.

In addition to regular cards, each Unova Pokemon gets an Illustration Rare or Special Illustration Rare card.

Reshiram ex, Zekrom ex, and Victini also get new "BWR" rarity cards that feature monochromatic coloring.

Japan's Victini "BWR" promo has been added to both of our English sets -- as #171 in Black Bolt and #172 in White Flare. So far in Japan, about 15,000 copies have been distributed through BWR tournaments and another 2,000 via lottery.

Sadly, the Cheren tournament promo did not make it into our English sets. It is not technically a "cut" card since it was never in the Japanese sets.

As posted before, the Illustration Rares of Victini, Reuniclus, and Thundurus have been cut from our Black Bolt set and turned into promos. In White Flare, the same applies to the Illustration Rares of Gothitelle and Tornadus.

Our English sets have also reshuffled a few cards. The Chandelure and Mandibuzz lines have been moved from Black Bolt to White Flare while the Klinklang and Braviary lines have been moved from White Flare to Black Bolt.

Like Japan, our sets feature Poke Ball reverse holos and Master Ball reverse holos. However, our sets also feature regular reverse holos. This means to complete master sets will require you to collect over 800 cards combined!

Our English set also features holo basic Energy. As posted before, the holo cards in this set feature the "horizontal" holofoil paper that was originally used during the Black & White era.

Based on preliminary data, the English pull rates appear to be as follows:

  • A double rare Pokemon ex in every 5 packs.
  • A Poke Ball reverse holo in every 3 packs.
  • A Master Ball reverse holo in every 15 packs.
  • A full art ultra rare card in every 16 packs.
  • An Illustration Rare in every 6 packs.
  • A Special Illustration Rare in every 76 packs.

If those pull rates are real that is not the news we needed. At 1/6 for an IR, that's double the pull rate of IRs compared to recent sets (which have been around 1/12), but with more than 10x as many IRs that's gonna present a big problem. And the SIR pull rate continues to be absolute garbage.
 
I just don’t understand not juicing the pull rates at least a little for a set with *so many* IRs. Opening a bunch of packs for a card that’ll probably end up being a couple of dollars or less is nuts. At this point it’s taking the gambling aspect of the TCG to a ridiculous level

Anyway, I forgot that booster bundles—which is where my preorders went— don’t come out until later for these sets, so I can wait to be disappointed lol.
 
Also, no mention of BWR pull rates is extremely ominous. Could be rolled into the SIR pull rate, but most likely they didn't pull enough of them to compute an estimated pull rate...
 
There's honestly no reason there shouldn't be an IR in every pack and I will die on this hill. There's like 150 of them and a pull rate of 1 in 6 packs to get one (1!!!) is asinine for a set that is already a) so big it's getting divided into subsets internationally for the first time ever, b) getting its initial print wave slashed to reprint older sets, and c) is already the SECOND "special set" we've gotten this year.

Even if TPCi were super generous and guaranteed a hit (and I mean an actual hit, not pretending Pokeball reverse holos or whatever are hits), you would still need to somehow get your hands on HUNDREDS OF PACKS to complete this set. I also don't want to hear "just buy singles" either because with so many chase cards how cheap do you think any single is going to be?

Sets like Legendary Treasures that cranked up the pull rates were adored both upon their initial release and in the years after. Why can't they learn from that?
 
Sounds like it might just be me, but these pull rates seem fair. They doubled the IR rates and improved the SIR rate by about 25% over the previous few S&V sets.

My only wish is that they gave the original 151 the same treatment. Theres always hope for Gen 2 or 3 though.

I mean like, some IRs will be worth more than others. But I doubt a good majority of them will reach above 5$. Like, who is paying 10$ for a stunfisk IR lol

A guy on Reddit reported that getting one was like 1 in ~500 based on the livestream pulls he saw.
