Seaking is indeed the only Kanto Pokemon who is (or at one time was) a final evolution but has never received a holo. There were a small handful that only got their first holo/chase cards in the last few years:

#0028 Sandslash - holo in Holon Phantoms JP made non-holo rare in English. Alolan Sandslash has a GX.
#0047 Parasect - TG card in Lost Origin
#0057 Primeape - shiny in Paldean Fates
#0085 Dodrio - shiny in Paldean Fates; Dodrio V
#0108 Lickitung - AR in Temporal Forces
#0114 Tangela - AR in 151
#0119 Seaking - nothing
