Normally I'd say you should see if you're fine with a hacked Pokemon, and if you weren't then things would happen.
But because this is Yakkov, someone I know to be very careful with their trades... Either he didn't think of flawless IVs always yielding HP Dark, or more likely the Bulbasaur is near-flawless. I'd shoot him a profile comment.
Smeargle, no. The Hidden Power you get depends on your IVs. If you Pokémon has flawless IVs, it will always have Hidden Power Dark.
The closest you can get to flawless for HP Fire 31/30/31/30/31/30. Unfortunately, HP Fire is one of the few that requires you to run an imperfect 30 speed IV.
