As per your given scenario, I have a few inquiries to make regarding the situation. Why is the country involved in a lot of wars? Did another country first declare war on them or did the other country lay siege on the other country (countries, if applicable) first? Plus, if our chosen country is undergoing these conditions, would it not be more prudent to either hold political meetings in peace and make negotiations as needed, or ask other stable and wealthy nations for assistance? Nevertheless, I will shift the government's focus from the conditions you've stated, momentarily, and announce an evacuation on a national level and urge the country's people into hiding. Then, a meeting will be held with other politicians of the country and discuss matters from there. Of course, assistance from the other nations will be required, along wih any extra resources they can manage to give.

Fancy, I've hosted 3 werewolf games in the past, and I wouldn't have called any of them particularly odd...or fancy. I'm not sure what HW found about them that was odd. As far as WW games went, they were really straightforward and simplistic.
