The person's probably just lying/boasting/using hyperbole/all of the above. Or maybe they count throwing away the code cards as throwing them away. I once found some code cards strewn on the sidewalk on the edge of the far end of a school's grounds.

Even if they don't throw them away, I'm sure far too many people have more cards stored away in boxes in a closet than they can count. As someone who proudly displays my entire collection in binders, the idea of "bulk" is heartbreaking.

But some people just enjoy opening packs and aren't willing to invest in enough binders to display every unique card they own because they aren't interested in looking at every unique card they own.

If you ask this kid to give you the cards they would otherwise have thrown away next time and they refuse, just assume it's a lie and move on.

I don't think the kid was lying. This happened at a local card shop. The kid tried to sell his "bulk" cards to the store owner because maybe he felt bad about throwing them away before and no longer wanted to do so, plus he needed money to buy new cards.
However, the owner refused, saying he is too young to do such business and needs an adult to accompany him.
I was at the store too, but just heard about it.
