I found the destruction tutor.

Actually, I found the tutors for every area of magic. Just go the to the College of Winterhold, and once you join and go through the whole tour thing, go to the Hall of Countenence, which is through a door in the main courtyard. There are people there who will instruct you in every area of magic.
