The reason it's called that is it's so cold any water that comes into contact with it instantly sublimes (goes from solid/liquid to gas) meaning it's always dry.     Thinking about it it’s also way too dangerous for NP to commit the nightkill because his claim has two passive abilities instead of a passive and an active, so it’s needlessly risky on his end on the off chance he gets tracked or watched.
