Not an issue of budget. Budget is not an issue for the top players. They are choosing to run 3 lele because 4 is too many and the extra slot could be better used elsewhere.

Even in garb lists I feel 4 is too many. And in fact everyone has gravitated towards 3 lele.

Since Vikavolt GX does not make use of aether stadium, maybe cut it?

I generally go by the rule of if I have another source of card draw from Pokémon for example Zoroark GX or octillery, I can make do with two, and otherwise I definitely need 3. I have tried 4 lele lists before and the 4th one just feels superfluous.

Attaching 1 energy vs potentially 5 is a huge difference. If you let Raikou do its thing for 2 or 3 turns it’s still man manageable. Let Pachirisiu do the same and? They have over 10 Energy On the board and when they evolve Raichu they are doing over 200 damage every turn.
