Hidden Fates and Shining Fates both had more secret rares than main set cards. The only difference is Paldean's aren't sectioned off into their own secret rare subset.

I doubt all of those new Pokemon are going to be burned off in one set. They need to stretch the DLC content out for the rest of the year.

They have Roselia and Roserade in a set in this era where baby Pokemon exist again and they still ignored Budew? The Pokemon who has gone the longest without receiving a card?? I mean, alright... It took them only THIRTEEN YEARS but at least they finally got all the Deerling and Sawsbuck...
