Theme decks don't include EX or GX Pokémon, so the Theme Deck format is your only option for that. You have to use (pretty bad) pre-built theme decks though, so you're limited in the cards you can use. The theme decks coming out in a week or two with Ultra Prism look like they could be better...

There are no point requirements for Regionals. The only sanctioned tournament that has a point requirement currently are the World Championships.

Ahh, got you. I wasn't thinking about it that way. As Xeynid said, it would be either 30 or 60 based on whether the effect applies to your opponent as you're using the attack.

If you mean Gardevoir-GX, Infinite Force would only be increased by 30 with a Counter Energy attached because the card always provides one Colorless energy regardless and the extra energy effect is blocked by the 'excludes GX and EX' line.
