This is fair. It's close enough though that they could implement it as a VMax. But at least Eternatus has some kind of big alternate form to go into at some point in the story.

Why would it get a VMax? VMax is supposed to represent Dynamax and Gigantamax, but Zacian and Zamazenta cannot Dynamax in the games.
