Houndoom gets steamrolled by Regice. I'd say Pyroar gives you the best chance at overcoming it besides a Regice-specific tech.

In expanded, Amnesia Golduck BCR is a better play. It can attack in variants not running water, can be searched with level ball, and gives Golduck Break free retreat. The only issue would be if a lightning weakness makes it more vulnerable than the grass weakness.

I wouldn't risk it with a draw. However not drawing does tell your opponent something. If I know my opponent is playing such a deck and doesn't draw off my mulls and I go first, I will certainly try to use N or soon Judge. If you are going first, this is no downside.
