No. Latias EX has so many things in this format that hit it: Thundurus, Kyurem, Black Kyurem, Rayquaza, Absol, Cobalion (both), etc. You don't win against anything, and Barrier Break is too weak to hold up on its own. As for Latios, it's 100% outclassed by Black Kyurem in the only deck that...

the point of ditto is that it can sub out for evolving basics. If ditto's been out for a turn, I can play down a Tynamo on to it and immediately evolve that into an Eel. Ditto is considerably harder to donk than a lot of thinks like tynamo, so it can be used as a starter.

They were never included in a set. The only way to get them is in POP packs. And for the japanese ones, the holos are 50,000 point Daisuki club rewards, so there's only a few in existence.
