If a card that block abilities is in the field, can we evolve Palafin ex without the baby Palafin?

Hope baby Palafin won't be promo exclusive but ): Edit: isn't the same art. So baby palafin in the set +_+ Edit 2: first dragon type dreepy line. I liked when they used both types in the tcg. Really wanted some colorless flying ones, or bug/poison mon with grass type in tcg, for example.

I have the regular one, the American and the Brazilian. Didn't know that the Brazilian one is expensive.

I have 3 different Vivillon from the XY base set. Wanted all of the released ones, but now it's like impossible. Would be nice nice have all furfrou, we had already the rotoms and castforms a few sets back. Also all Unowns and Arceus had their time in the past.
