I think smeargle may be better because it can't get donked (at least not very easily) as easily as cleffa can. Though cleffa is a guarantee, smeargle's draw power is a poke power so it can help a lot in many situations. Probably the biggest draw back is that it has a one enerGy retreat cost but...

RE: Spread and Snipe (Landorus Mandibuzz Kingdra) In my deck that runs landorus, I found engineers adjustments to work pretty well because sometimes you don't want to discard your whole hand like juniper does and sometimes sages doesn't work. Maybe you could test it out and see how you like it.
