I'd move North and East from Kalos, moving into what would be central Europe and the United Kingdom. Plenty of good mythological stuff there to work with, especially Greece and Italy. Legendaries based on Zeus, Poseidon, and Hades, anybody? Centaurs? Pegasi? Stymphalian Birds? Hydras...

I doubt any moves or stats will change in a mid-gen game ... it'd be weird when you trade them back and forth. If they do it again, it'll be 7th Gen, where you have to permanently transfer them to a new game via Poke Transporter or whatever.

In G5, I encountered two wild shinies and caught them, a Tranquill and a Meinshao. In X, I got wonder-traded a 4IV Timid Drought Vulpix and used a US Ditto with it to breed a shiny after about 100 eggs, I'd guess. Unfortunately, the shiny got Flash Fire ... I'm debating if I want to be greedy...

Best guess, it's from watching/battling players who think having an entire team of legendaries means they're invincible, and employ no kind of strategy beyond brute force.
