This is a really tough decision, there is a few sets that I really don´t like, including Primal Clash, XY, Flashfire, and Furious Fists, but by far the worst is Evolutions. It contributed little to the game, with only a few good cards, and I honestly did not like most of the artwork.

Aqua Patch is unbalanced in my opinion. I still don´t think there is any truly amazing water Pokemon in the format: even Lapras to me seems a bit clunky because it requires constant Pokemon Ranger use (unless you attach a float stone to your Laprases and switch out every turn.)

I agree with taking away 2 basic energy and adding a hex maniac.... but I don´t think two Hoopas is really necessary.

Wow! These two sets are so interesting! SM2+ is OK, with the exception of that awesome Darkrai- which makes turbo dark so much better. In my opinion the cards from best of xy will be reprinted in English in some capacity- and we see that already happening with the Mega Camerupt, Mega Sharpedo...

I agree about Kukui- also you might want to consider dropping 1 or even 2 Garbodor lines to fit in additional Supporters and stuff, 4 is too many in my opinion.

Tapu Lele is more of a Support Pokemon than a principle attacker- but it´s attack is also very good, the same as Lugia EX´s from Ancient Origins. So that combined with it´s very good ability and no weakness makes for a pretty decent attacker. I like the idea of the deck but you should maybe try...
