We don't need it really. We already had Umbreon GX and Espeon GX released in a previous set and alternate arts released in earlier collections.

Dragonite EX is a basic Pokémon, not a stage 1 Pokémon. Jolteon's effect only works on stage one Pokémon so Dragonite EX isn't effected by it.

No guarantee we ever will. We got Greninja as a dark type but never got Delphox as a psychic type or Chesnaught as a fighting type. We never got Emboar as a fighting type either. But we got Infernape, Torterra and Empoleon in alternate type so it doesn't mean it can't happen.
