Battle Arena decks are one product. This is the second product. Even if we were counting them individually, Mewtwo vs. Darkrai and Keldeo vs. Rayquaza are only two separate products. You can't buy just a Keldeo deck or just a Rayquaza deck, you have to buy both, they're the same product.

Go watch the Japanese versions of the trailers those Pokemon are first shown off in. It shows the evolution process of regular Exeggcute, Pikachu and Cubone, and if they were getting Alolan forms then there's no reason it'd show regular ones.

I'm holding out hope that Imakuni's Doduo will be included in the US release of the set, they released Imakuni in Generations so it's definitely possible.
