You cant run a 5th DCE, you're limited to 4. Only basic energy can jave more than 4 of any one card.

If you're running Vespi, you need to: -2 Mail, -4 Basic Energy, -1 Delinquent,+1 Syc, +1 Ultra, +1 Shaymin (minimum), +2-2 line of Zoroark or Eeveelution combo.
