When the "Basic or Evolution card" -> "Pokemon" change happened they just announced it. For example this ruling was given to the supporter Celio's Network So they could have ruled that earlier references to Item cards refers to Items and Pokemon Tools

I held off a year before buying a used copy of Shield, but this one I jumped right in, yeah it's a bit buggy and under polished but it's been a blast so far. It feels like a true next gen pokemon game whereas SwSh felt like an upscaled 3DS game.
