As I'm putting together decklists involving the newly released set, I keep running into a similar problem: Can Shaymin EX and Jirachi EX be run in the same deck? Is it too dangerous to play these low HP EXs together, or are they so valuable that its worth the risk?

This is fair. At our league we do a tournament before league-play begins. The tournament is standard and no proxies are allowed. But during just regular league play where the purpose is glorified testing while earning cool promos, I see no issue with using proxies.

I was trying to think of a scenario where this card would be better than Hard Charm. I couldn't.

RE: Proxies/WC Cards at League Oh absolutely. There will certainly be people who won't want to play against a non-competitive deck, and you'll have to respect that. But you will generally find plenty of players who are willing to mess around and earn league points.
