That's not how it works. Whatever cards they decide to reprint in our set have no relation to the cards reprinted in Terastal Festival.

If Rocket is SV10 then White Flare/Black Bolt would be SV10a but I don't think we ever had a double subset. It would make more sense for them to be SV10, which would mean Rocket being SV9b.

Rocket set is likely SV9b which could mean it would end up as a special set, with Black Bolt/White Flare being SV10 and being mashed with Heat Wave Arena to become our SV10.

Even if the focus of the sets are not Paldea, we are still in the Scarlet & Violet block, so don't expect them to ditch Tera pokémon altogether. We just might see fewer of them going forward (like what happened with VMAXs in year 3 of Sword & Shield).

Again, giving special arts for Pokémon that didn't get them the first time doesn't take away from the "reprint set" concept.
