    The fact that the card specifies that all cards attached to them are also discarded means that it's almost certainly not considered a knock-out, because a knock out inherently includes discarding attached cards. Instead it's more akin to discarding a fossil from play.

    I get the feeling Groudon is one of those cards that won't see much play initially, but will become ridiculous later down the line, either because of a partner being released or being immune to a ridiculously broken trainer card entering the format.
