Put focus sash on it and then Acerola it whenever anything gets through. Proceed to laugh as your opponent attempts to kill Whimsicott for the 3rd time
Bonus points: bring some fairy charms and watch as your opponent scoops

Ability and/or free retreat bypasses dust island, but not that many decks run ability switch (only ones I can think of are Sogaleo and Zeroaura), and retreat costs can be adjusted with absol.
Remember: It doesn't only buff Fighting types. If you have any pokemon with basic F energy (no rainbow), it gets the buff. Could be useful outside of Passimian.
What if you used dust island in spread; hit the active with some sort of super poison (4 damage/turn switch,15 damage/turn switch, etc.), buff it up, thetn start switching their pokemon around to spread that condition to all their pokes?
