if i trade over youtube, and me and person b exchange adresses, i send first, but person b never sends, so i get scammed, can i take legal action?

hey, im trading someone from youtube but they live in canada, and i live in florida, US. how would i mail an envelope to canada from the us? what applies? stamps?
