At least Charmeleon is viable in Charizard, with the Flare Veil seeing usage in many Charizard decks. Also Charmeleon is an NFE and Heliolisk isn't.

120 Snipe for 3 Colorless, not terrible and typeless helps it as it can be run in any type of deck that needs the snipe damage, 3.5/5
