I doubt that it will be doubly affected by Parallel City. I'd imagine that even though it is dual type, it can only be one type at a time. It's difficult to translate that kind of mechanic into the card game.

What is the ruling on altered art cards such as painted energy cards? My sister used to paint my lands when I played Magic but I'm not sure If I can do that in Pokemon and the cards still be playable.
