In a tournament, the card and the sleeve are one. If the card can be examined in the sleeve without seeing little nicks and such from the back, that's fine. Sharpie marks though, will ALWAYS show through to some degree.

While I wouldn't say Shaymin-EX 100% necessary, I will say that you handicap yourself in most decks. There are some decks that don't run it (Primal Groudon, Nightmarch) but unless you are playing those, you're cheating yourself out of your best possible deck.
