Yes, it's legal as far as I know.

Not all of them, some of them, like holo energy, Karen, Sycamore, Lysandre, VS Seeker, but the pokemon for the most part are expanded only. But some regionals are in expanded, so these battle decks help get some expanded cards.

For sure next rotation will be BreakThrough-on. We know this because of the size of the sets. Primal Clash had around 160 cards, more cards than the usual set. The next set that has that many cards is BreakThrough. Then the next set after that with the most cards is going to be Sun and Moon...

Do we even know these decks are coming to North America? A lot of times Japan gets better battle decks or theme decks than we ever get. A deck containing a GX would definitely be a step up from the previous theme decks.

I managed to get 2 FA Shaymin from tcgplayer a couple months ago for $70 each, at the time the RA was actually $80 each so it made sense to go for the FA. Apparently they had more copies of the FA, it was less in demand at the time

I can only imagine what kind of work is involved organizing this plus the organizer has a real life to tend to, so let's be patient, it is a free tournament after all
