I think the only seriously good Celestial Storm deck pre-rotation is Rayquaza, but a damage spread deck with Commandment Shrine may be a good idea.

There is no deck that can consistently win those two matchups. Malamar is good against Buzzwole and has a regular matchup vs Ultra Necrozma so that should be fine. I think it would be difficult to play a tournament in an entirely new format without testing. Worlds Format is fine but this is a good oportunity to make an Expanded tour.
