The Articuno is interesting, I think if you can find a way to loop the Paralysis attack endlessly it can be very strong (like the Expanded Shock Lock deck). As it is you're going to run out of Scoop Up Nets/Hyper Potions and Energy Recyclers eventually.

Emergency Jelly can only be useful if it is paired with a Pokemon that has LOT Donphan's Sturdy Ability. If they print a Pokemon like that in the set, it could see play.

It's not that bad in Standard either, you can use Viridian Forest, Rainbrow Brush and (if we ever get it) Energy Spinner to get that Fighting Energy. Personally I like Rainbow Brush as you can find it with Alolan Ninetails when needed and you can change an energy you've accelerated with Malamar...

I think the main problem is the rules where once-per-turn abilities reset when a pokemon is turned into a tool (Klefki) or brought to the hand from the discard pile (Exeggcute) allowing them to be re-used infinitly. There is unfortunately no easy way to fix the rules -- you could make these...
