Yes, Eevee is the last one because we know that there are only 21 ARs, so if the 1st is 168 then the 21st falls in 188 which is Eevee. We just don't know if any of the 3 unrevealed cards before Sinistcha is an ex.

Based on card numbers Monkidori and Fezandipity should be number #182 and #183, but since we know Hisuian Growlithe is #181 it means that 2 of the 3 cut ARs come before Growlithe. I'm thinking maybe the cut ARs are the loyal three or the "Festival" cards if more pokémon other than Diplin also...

Yeah, I was hoping the rumours were false. There is no reason for this set to exist. This could be based on Paradise Dragona like the article is suggesting but the dates do not line up. Paradise Dragona should come out by mid-august/early-september which would mean that we would get the cards...

151 was not a high class set it was just a subset, high class sets are the last set of the year and they come usually on december (Shiny Star V, VMAX Climax, VSTAR Universe, Shiny Treasure ex). If it's based on Paradise Dragona it would be like 151, a subset.

There really isn't reason for a special set now. I'd rather they would just keep the "high class" sets like Crown Zenith/Paldean Fates. This feels like a Champion's Path 2.0.
