because most decks don't play pidgeotto, they play rare candy. meaning they have both an easy target, and have to spend ANOTHER rare candy to evolve it (and they can't even search it out with quick search)

Quick correction; Cornerstone is Grass/Rock, even though the TCG represents it with Fighting energy. Unless it's a dual type card, then she'll be Grass/Fighting!
