According to what we know, no. There are 10 trainer's ex in DRI, 5 of which belong to other trainers. This means Team Rocket could have 5 Pokémon ex. Only about half of 40 Team Rocket's Pokémon were revealed as well, so I think there's likely one more, something like Rhyperior or Nidoking.

They are from HGSS's team Rocket, trying to revive team Rocket after Giovanni had disbanded it.
