Gardevoir has an attack that brings a pokemon down to 50 hp. When it is attacking another pokemon and that pokemon used a move that reduces damage done by 40 when your opponent attacks next, would this mean that the defending pokemon goes down to 90 Hp rather than 50Hp?

Magmortar heals itself when a fire energy is attached. Does this pokebody work when magmortar is on the bench and typ. or blaziken is your active and you use firestarter? I thought it only works when you attach a fire energy from you hand to magmortar not your discard.
