An image of Raging Surf‘s booster pack has just been posted to the official Japanese PTCG website. However, no news post has been made yet. It may have been uploaded early by accident.
The booster pack shows the set will feature Gholdengo ex, a Tera Water-type Garchomp ex, Groudon ex, Tapu Koko ex, and Jirachi ex.
We previously revealed SV3a Raging Surf would feature Gholdengo ex and a Tera Water-type Garchomp ex. It will feature 62 cards before secret rares. A “Starter Set Terastal Mewtwo ex” and “Starter Set Terastal Skeledirge ex” will also release alongside the set.

They could have used Tapu Fini or Manaphy - though I guess then everything would be water ex which wouldn't work.

Still, could've used like Alolan Raichu. Groudon does fit the raging part of the title.

But then again, these titles are mostly trash and 99% of cards are unrelated to it.

Ruler of the Black Flame only references the Charizard line - that's it. lol
 
On the booster Artwork of clayburst maushold was shown, but never ended up getting an ex in this Set, an AR instead. I asume this case could clearly be happening again.
 
My prediction of it including the surfer boy Gholdengo was correct, Jirachi and Tapu Koko I'm interested to see what those do, and glad they are giving the wild tera water Garchomp (MVP in my playthrough) a little love.

Well, it probably won't help the Water-type Garchomp unfortunately since it presumably won't use Water energy...unless its energy typing is based on Dragon, in which case it would probably use Water energy since past Dragon-type Garchomps have.

also watch them make tapu koko lightning type and viable, jirachi and gholdengo psychic type and viable, and garchomp water type and viable. Those 3 types really need more support!
