I've noticed quite a lot of cards that say 20 damage to each of the defending pokemon. Does this mean there is actually ruling regarding matches with two active pokemon? I assume this idea was brought out during the same time Ruby and Sapphire introduced double battles into the gameboy games...

Edit:
I guess the real question I meant to ask, is how the heck do you play double battles? Because I have never seen anyone mention double battles, nor play one, nor specify any specific rules. Is there somewhere which has a rule list?
