question 1: is it possible to get EX or * in packs that we get from promo tins???

question 2: if i use holon transceiver and looking the decks but i didn't find the card, may i stop looking deck, shuffle it and search it on discard pile? or it means the card is failed to use?

1. No idea. I guess it's possible. They probably just take random boosters and put them in there, but the best answer would be if someone who bought one got an Ex.

2. No. You must specifiy whether you're searching your deck or discard pile. Transceiver clearly says deck "Or" discard pile. If you search one and find nothing you are not allowed to search the other.

Of course you can get ex's and stars from a tin. I pulled Swampert ex, Delcatty ex, and Regirock ex from those tins.
