Ruling 21-Day Rule

I know the 21-Day Rule doesn't apply to reprints in the sense of Generations, but what about reprints of cards that were taken out of rotation, like the recent Skyla or the upcoming N?

If a card is currently legal in a format and is reprinted, you can use the new version immediately. If a card is not legal in a format, you need to wait the 21 days to be able to use either copy.
