Ruling A chandelure question

Hi, i was curious about chandelure's pokepower and how it works.

Scenario: I have 1 chandelure in play and a cleffa in play. If i curse shadow, and i use switch and promote a cleffa, then retreat back into the chandelure, am i allowed to use curse shadow again?

Special conditions and attack effects are removed on the bench, but effects from abilities stay until they either expire or the pokemon is removed from play. (same goes for pokepowers and pokebodies)

Since not using the ability again is the effect from the ability, simply moving to the bench does not allow chandelure to use its ability again.
