I prefer to offer advice and point someoen in the right direction rather than build another player's deck for them. This way you have a better understanding of how your deck works because you assembled it yourself. I would be more than happy to get you started though.
Vileplume, while a powerful card can quickly become dead weight. With the prevelance of Seismitoad, getting out Stage 2's becomes a lot harder, especially with the thin line you're most likely to run, as well as inability to play Rare Candies. It also clogs up a deck that's already running a very thick line of evolutions (you're going to need more evolutions than the four Eevee you have as basics), so it's best to leave Vileplume out. The good news is that there's other, perhaps even more reliable ways to deal heavy damage. Overkilll isn't important. What we do need to do however, is hit the "Magic Number" of 170/ 180 as often as possible.
Deoxys-EX helps a lot with this. With the exception of DRX Jolteon (it's a promo so it's still legal), the best Eeveelutions are the Plasma Freeze ones, which can take advantage of Power Connect. Just a single Deoxys on the bench lets Vaporeon one-shot Landorus-EX. Leafeon is your go-to for Seismitoad, and it also punishies energy hogs like Yveltal and Mewtwo. Flareon is a hard counter to VirGen or any other grass deck. Eeach of these three deserve at least two copies in your deck. You might considere Espeon for its ability to snipe for weakness and Jolteon for additional coverage, but I find these used less often.
Deoxys-EX is an obvious choice for support, as I've already stated. You may also want to include Jirachi to search out a aupporter, or Suicune to stall if you're having a bad day.
Eeveelutions also runs a pretty vanilla Trainer line, but there are a few things to take note off. Consider multiple copies of Professor's Letter, as Energy Evolution requires basic energy to work, so you'll need to run multiple types of that (this isn't nearly as bad as it sounds). Colress Machine and Plasma Energy works nicely too for some acceleration. Rainbow Energy isn't necessary unless you wish to forgo Espeon. The loss of Level Ball did hurt this deck a bit, but Pokemon Fan Club is a sort of replacement.
