I recently played a game with a friend that used a jungle set Mr. Mime and I was wondering, let's say I'm playing a base set Dewgong against that Mr. Mime, and I use its ice beam attack which does 30 damage and has a chance of paralyzing with a coin flip. If my coin flip manages to paralyze the Mr. Mime, would I be able to do the damage as well, or is it damage first, effects last?

Also, I know that you can't have more than 4 of the same name Pokemon in a deck, but does this also apply to Trainer cards?

And let's say I have an evolved Pokemon that has more HP than its basic stage in play, but is damaged and only has 10 HP left. Is it possible to use a devolution spray on it, or would I knock out that Pokemon?

Lastly, is there a minimum amount of Pokemon that you have to put in a deck? And in conjuction to that last question, is there a limit to the amount of redraws, due to no basic pokemon in your hand, that you perform at the beginning of the game when you're drawing your cards?

yes. you `can only have four of the same card excluding basic energy. yes. the minimum 4 the amount of pokemon is 1. hope this is useful.
 
1. Mr Mime will only be affected by the Special Condition. Remember, when you attack a pokemon, the damage will ALWAYS take place first, then only its effect UNLESS stated.

2. Yes, it applies to trainer cards as well...

3. The minimum amount of Pokemon is 1 & for the limit of the amount of redraws, read this thread...

Damage would come first, then only effect.

Yes, other than basic energy, you only can have 4 copies for each card in your deck.

you must include at least 1 basic pokemon in your deck. There is no limit on how many times you can redraw; however, bear in mind that there is an time limit for your setup.
 
If you have a Venusaur with 90 damage on it and you Devolution Spray the Ivysaur, you're left with a Bulbasaur with 90 damage on it, so it gets KOed.
