1. i didnt see hydro pump in the attacks list, and this is probably the most asked question in pokemon, but different professors and friends say different things, and i can never keep the answer straight. say a blastoise reads like this

[W][W][C] Hydro Pump 60+
This attack does 60 damage plus 20 more damage for each energy card attached to blastoise but not used to pay for this attacks energy cost. You cant add more than 40 damage in this way.

Also say i had 4 Waters on blastoise. based on what seems correct it should do 80 damage., since there is 1 extra energy after the 3 energy card limit, correct? the [C] in the cost still counts for one of your waters. Just trying to set that straight in my mind. amirite?

2. Double rainbow.

Double rainbow reads that you can only attach it to one of your evolved pokemon. if you evolve an elekid into electabuzz. Electabuzz is technically a basic pokemon, yet he has been evolved from elekid, so is that clear? or no?

The energy did not specify that it could not be attached to BASICS nor did it specify it could only be attached to Stage 1 and 2 pokemon, it simply says Evolved, so in this case, basics evolved from babies should count. correct me if im wrong, or if there has already been an offical ruling on this.
 
1. It is 3 energies for 60, plus 20 for each additional energy. The original energy cost is 3, additional W energies ups damage.
2. It can be attached to Electabuzz. It doesn't say "can't be attached to Basic" so you're safe.

If Electabuzz is evolved from Elekid, he's not a Basic anymore, he's an Evolved Pokemon. There's a difference between the printed stage on the card and the evolution state in play.

Incidentally, this is also why you can't use Rare Candy on a Pokemon that's been Baby evolved (as in, Baby evolve Elekid to Electabuzz, then RC to Electivire). When Rare Candy says to choose a Basic Pokemon, it means non-evolved.
