A new structure to competitive pokemon?

Hey guys, I have something to bring up.

As I'm sure you're all aware, Pokemon X and Y is scheduled to release this October. While I'm thrilled about it, I'm thinking we may soon see a shift in the way we play competitive pokemon. Take a look at this:

Pokemon D/P Release Date: April 22, 2007
Pokemon B/W Release Date: March 6, 2011
Pokemon B/W2 Release Date: Oct 7 2012
Pokemon X/Y Release Date: Oct 2013

So what are we seeing here? Look at the generation shift. Really, the D/P era was the same pokemon all the way up to its last release, HG/SS. B/W was released 4 years after D/P, bringing on a new generation of pokemon, really, the metagame still wasn't settled when BW2 came out, bringing even more suspects and debate about whether weather was broken. And now, exactly one year later a whole new generation of pokemon is being released.

Here's where I'm going with this. From D/P to B/W there was a span of 4 whole years. Then between B/W and B/W2 there was only 1 year, and now there is a whole new generation coming out a year after B/W2. Smogon hasn't even finished the first suspect test in B/W2 (Keldeo and Tornadus-T), and even now a new generation is on the horizon.

How will this affect competitive pokemon? Will the constant new pokemon force us to suspect test more quickly? With more and more pokemon being released sooner and sooner, will we be forced to change the way we play? Discuss!
 
I really prefer the council settings Smogon uses for their UU, RU and NU tiers, and so I hope that Smogon uses it for Gen.6 OU. It gets test results faster when only a few people can vote, but everyone still can voice their opinions. Plus a rotating council setting works around things like possible server DDOSs as Showdown is known oh so well for. The ladder + blind voting system is getting really old and inefficient due to how long it takes to get results.
